Pay Pal is giving everyone a hard time. eBay who owns Pay Pal is the same way. If you sell on eBay then the only thing you are allowed to put in a listing is that you accept Pay Pal. If you mention money order or cashier's or personal check then eBay will remove the listing from the site.

I STRONGLY recommend that you withdrawal your funds from your PayPal account to your regular bank account as often as you can. Try to keep a $0 (or zero Euro) Anyway, they froze my account with over $1,000 in it and kept it frozen for SIX MONTHS! In the end, I did get my money, but I went thru the same thing you did/are with sending them documentation only to have them ask for more. DON'T KEEP YOUR FUNDS IN YOUR PAYPAL ACCOUNT.
